38 CFR 4.25 · Table I
VA combined ratings for every pair
Pick the two ratings to see how VA combines them. Each cell is the Table I value, carried exactly, then rounded once to the nearest 10. 45 pairs from 10% and 10% to 90% and 90% are listed; any rating combined with 100% stays at 100%.

Each cell: Table I value → rating after rounding. Read the higher rating down the left and the lower along the top.
Reading the table
Table I in 38 CFR 4.25 runs from row 19 to row 94 and has columns for 10 to 90. With two ratings, find the higher one in the left column and the lower one along the top; where they meet is the combined value. With a third rating, that value becomes the new row. The pages linked above show each pair's arithmetic, what a third 10% would do, and the pay at the result.
Two habits of the table catch people out. First, the combined value is always less than the sum: 50 and 50 is 75, and 90 and 90 is 99. Second, rounding happens once: 40 and 20 gives 52, which rounds down to 50, so the 20% rating adds nothing to the payment until another rating joins it. The VA math guide explains why, and the bilateral factor guide covers paired limbs.
Rating Ledger is not part of VA and does not file or decide claims. Amounts are VA's published monthly rates effective December 1, 2025 for a veteran, before any deduction or special monthly compensation; ratings follow 38 CFR 4.25 and 38 CFR 4.26. Last checked 2026-10-20. Only a VA rating decision sets a rating or a payment. See the methodology.
